This is an old distribution list but I'm my phone and can't tailor it. My apologies if you don't own property in our neighborhood anymore.

Update on Hicks Rd. Jimmy Jeansonne met with Wascom and Richmond (candidates for parish president) and both promised to make it a priority.

Richmond went one step further, telling Jimmy he planned to fix the road within the next month. The gravel portion will be scraped down, ditches will be dug to deal with the rainwater and he will put down a combination of asphalt and concrete that he has been testing with dump truck traffic. He will put that material down over the remainder of the rough road as well.

He cautioned that when this process starts, it's going to be messy. Please be patient with the workers.

That's all we know. Set your timer for 30 days and let's see what happens.

Both candidates offered to meet with the HOA in August/September. Let me know if you'd like to do that.

Our neighborhood trick or treating will be this Saturday from 5-7. Please have your guests parked before 4:50 as we will have security at the entrance to our neighborhood. No trailers. Only foot traffic, golf carts, and ATVs, please.

Oak Point Estates trick or treating will be Saturday October 27th starting at 5 PM We can try to pre party about 3 PM with food and drinks and have a costume contest at 4:30 before heading out to trick or treat. The Social Committee would like to limit vehicles driving down the road for safety purposes. They ask all households participating to set their candy bowls/tables up at the end of their driveway to make the process much easier and safer for the kids.

Next thing... Garage Sale!!! Let's try to put together a community garage sale for Oak Point Estates. Thinking end of September or beginning of October. Does this sound like something y'all are interested in?

As we discussed in the meeting, I sent a letter to Rick Nowlin from the entire HOA complaining about Bennett Loop and Hicks Road and reminding him that our combined parish taxes (after homestead exemptions) in 2016 was $128,377.34. The letter is just the first step. If you would like to send letters of your own, I attached a sample. (The sample is in MsWord so you can just replace the highlighted portions with your information if you like.)

In addition, please consider calling the Parish Highway Department. Tracy Teekell called last week and again today and they seemed to not know about the issue. Their phone number is 318-357-2200. If asked, the part that is worst is the 200 block of Hicks Road.

Oak Point Estates Homeowner's Association
Minutes of the HOA Meeting, May 15, 2017

- The meeting was called to order by HOA President, Marne' Deranger.
- After reviewing the sign-in sheets and the signed proxy documents, the officers determined that a quorum was present and the meeting could proceed.
- Gratefulness was expressed to Johnny and Reatha Cox for the use of their restaurant for the meeting.
- Minutes of the last meeting were reviewed and Lee Bellard moved to accept the minutes as read. The motion was seconded and passed.
- The financial statement and the budget were submitted for review by the members. Questions were entertained and a motion to approve the financial statement as presented by Treasurer Maryjane Jeansonne was offered by Michelle Morris. The motion was seconded and passed.
- It was announced that the combined covenant documents for Phase I, II, and III will be taken to the lawyer for review and then filing. Questions were received about the three sets of restrictions and if the square footage requirements would change. The original square footage requirements in the three phases will not change. No content should change in combining the three documents into one document.
- The Street Light Committee was announced: Debbie Landry and Theresa Klos. Two more volunteers were named to the committee, Steve Maurer and Chris Creighton.
- The Social Committee was announced. April White is the chairman with members Mary Teekell and Michelle Porter.
- HOA members were reminded that our Facebook page is available for quick, informal communication.
NEW BUSINESS
- Mayor Posey was unable to attend our meeting but offered to meet with the Board of Directors and answer our questions. The HOA officers will report back to the members on the results of this meeting.
- There was discussion questioning why we pay the city for our street lights and their maintenance since other city residents receive their lights for free. This was referred to the HOA Board of Directors to take this issue up with the mayor. Another question concerned changing the current street light bulbs to LED lights. This was referred to the street light committee to take up with SWEPCO.
- Members expressed questions which they wanted brought to the mayor's attention. One was a determination on whether a pump to send lake water back to Bayou Pierre would be an effective flood deterrent. Another was an update on the status of the current pump on Sibley Lake. Another was the need for an update on DOTD's finding on the flooding event on Sibley Lake. The Board of Directors will take these questions to the mayor and seek answers.
- There was a recommendation to send a letter to Rick Nowlin about the condition of Hicks Road. There was also a recommendation to send a formal letter from the HOA listing all of the subdivision residents and the annual amount of parish property taxes they pay. Another recommendation was to have a delegation of neighborhood residents start attending all of the parish governmental meetings, and to begin a letter writing campaign to all of the parish government.
- Members were asked to nominate three candidates to serve as HOA officers for 2017-2018. A nomination by Lee Bellard to keep the current board members in place was voted on and accepted by acclamation.
- New Architectural Committee members were announced: They are Chad Deranger, Dave Klos, and Tracy Teekell.
- Marne' Deranger announced that two lots were recently purchased on Fox Run, and one lot was going under contract at the end of Cypress Cove.
- Questions came up about lots that have become overgrown. The Architectural Committee was asked to notify the Board of any lots that need mowing or have dead trees that need cutting.
- A motion was offered to remove the two stop signs on Fox Run. The motion carried and the HOA Board of Directors will take this up with the Mayor at their meeting.
- A suggestion was offered that our covenants need to be checked to make sure they do not duplicate or attempt to override restrictions that the city or parish already have in place. This will be done after the lawyer's review of the combined restrictions.
- The HOA Board of Directors was asked to contact the owner of the rental property and request that the property be kept up according to the restrictions.
- A question was brought up about the noise ordinance for the city. The law was reviewed and it was determined that the city ordinance states that no loud noise, above the 50 decibel level, can occur before 7 am or after 10 pm. This relates to the noise of lawn mowing prior to 7 am!
- Members were asked to check their lots for dead trees and remove them as soon as possible. 17 dead trees were counted in the subdivision.
- Members were also asked to check their septic systems and use Rid X in them periodically.
- A vote was taken and unanimously passed by those present to have their address information included in a neighborhood directory. The HOA secretary, Judy McIntyre, and Marilyn Laramie will work to get a directory published.
- A question was asked about gating the entrance to the subdivision. Past officers explained that was not possible due to the fact that our streets are the city's responsibility and they have an ordinance against any gated subdivisions that contain city streets.
- A question was asked about what can be done about aggressive dogs who bother runners and bike riders. There is a leash law in the city, but in the parish there is no animal control. If a dog is a problem, the runner should report it to the sheriff who will then ask the city's animal control officer to check into the problem.
- Mary Teekell moved to adjourn the meeting. Pete Stewart seconded the motion. The meeting was adjourned.

Call To Order.
Marijane Jeansonne, the Treasurer, called the meeting to order at 6:30 p.m. at
Natchitoches Art Center.

Roll Call.

" A quorum was present with the following board in attendance:

Open Forum. Comments heard from the membership.

Approval of Minutes. The minutes of the April 16, 2016 meeting were not read due to there was not a quorum.

Financial Report. The treasurer, Marijane Jeansonne, discussed the financial report and
responded to questions.

Total Expenses $ 4,903.96

Open Issue- Combining all 3 sets of Restrictions and having everyone fall under one restrictions guideline. It was unanimously agreed on by the body.

The man who allegedly attempted to lure children into his van yesterday was actually an appraiser who was photographing homes and knew one of the children as his niece. The child did not identify the man as her uncle. Thus, the alarm went out. News of the initial alarm spread very quickly through social media, authorities were immediately informed, and the entire neighborhood was notified within an hour of the alleged incident.
However, this is a great "heads-up" for us all. We are not immune to such things just because we are in a secluded subdivision.

It's good to know how well our neighbors come together and watch out for each other here at Oak Point Estates.

ROAD CONSTRUCTION:
Completion of construction on Fox Run is in "limbo". The contractor is working on several roads at one time. Instead of starting and completing one road before they move to the next one; they are moving equipment as it becomes available.
I have word from Mayor Posey that he is in hopes the reconstruction of Fox Run should be completed by the end of next week?

Subject: HOA minutes from October 22, 2014

A meeting of the HOA was scheduled for and occurred at 6:30 pm on October 22, 2014 at the Natchitoches Art Building.

The meeting was called to order and the Secretary Trent Friedel presided over the meeting.

Only 16 lot owners were present so a quorum was not in force to vote on items related to revisions to the neighborhood restrictions.

A proposal is in effect to have a single restriction in place to include current phases 1, 2, and 3. The proposed restrictions for all would be that of phase three which is the most detailed and addresses concerns of nuisance and signs. The new proposal would include one side sign allowed on property no more than 3 feet from the house structure facing the street and measuring no larger than 24 inches x 24 inches. The only exception is a for sale sign as indicated in all phase restrictions.

This will again be brought to vote at the spring meeting.

A reminder was passed to those in attendance that a trash pickup day was set for Nov13th and that information was also posted on the HOA website.

A review of the finance was given and the HOA is in good financial order with money available for improvements to circle area of Fox Run and Cypress cove. A committee and volunteers are needed to determine the best types of landscaping and then to plant said items. Board awaits volunteers.

A reminder was given about leashed pets in the neighborhood and also about wearing reflective gear for safety while walking during low light conditions.

A proposal was brought to the board for a block party or other function for Halloween. Given to close proximity of this holiday, this was tabled for further discussion for the next meeting or for next year.

Another idea for a HOA activity was suggested. A spring fishing tournament or fishing day for neighborhood kids has been proposed. The board will move forward with setting a date and providing hot dogs and hamburgers for the event. We are seeking volunteers to organize and follow through with arranging a date, time, and area to hold this event. Hopefully this will be an annual event for the kids in the Oak Point Estates. It was suggested to allow kids of property owners only and direct family members of property owners such as grandchildren, etc.
The other item of business was to have additional lighting on the subdivision sign that would illuminate it better. Perhaps a

light from the bottom so the sign will be visible prior to entering the subdivision.

The meeting was adjourned and plans are in place for a spring meeting and turnover of officers.

Minutes - Oak Point Estates Meeting - May 7th, 2014

The yearly meeting of the Oak Point Estates HOA was held on May 7th, 2014 at 6:30 PM at the Natchitoches Art Center.

The minutes of the August 21, 2013 meeting were read by Secretary Michelle Maurer. A motion was made to approve the minutes as read was made and seconded. By a show of hands, the minutes of the August 21, 2013 meeting were approved.

After members had signed in, a tally was made of lot owners present and proxies of those lot owners absent. A quorum was met allowing a vote.

President, Steve Maurer, presided over the meeting. The following agenda took place:

- The nominating committee for possible board members were announced and thanked.
- Request for any nominations from the floor was offered, no takers.
- Nominees on the ballot were introduce and gave a small background of themselves to the members.

One member of each lot had been given a ballot to vote for their lot and any lot by proxy they were representing.

Voting took place by secret ballot. Ballots were picked up and counted.

New board members were announced:Trent Friedel, Deborah Landry and Cade Smith. New Board to meet and assign titles and will let the HOA know new officers soon.

Steve thanked Sarah Martin for her work on the landscaping committee. He announced that she was stepping down from that position. He requested that anyone else interested should contact a new board member.

Treasurer, Mark Clayton, gave a quick overview of current bank account balance, budget from this past year and answered any questions. Mark stated HOA was over budget last year and this was strictly due to the refurbishing of the entrance sign. Other than that, budget was on target. It was noted that the 3 largest areas of expense seen were insurance, legal and mowing.

Steve then opened the meeting to comments, questions, and suggestions:
- Steve started with some suggestions that had been given to him:
- Topic of non-permanent structures in a permanent location (RV's, trailers, etc.)
- Buildings/additions etc. need to go thru architectural committee, Cade Smith
- Landscaping of yard within 6 months of moving in
- No signs in yard except for 'FOR SALE' signs
- Yard debris (like grass clippings etc.), cannot be left in street, must be blown back into yard.

Other topics brought up and discussed:

- A comment was made regarding board members terms. Suggestion was that one board member overlap into the following year for continuity in transition. Suggestion that one could stay on as an 'at large' member was also made. Steve stated that new board can discuss this and make recommendations.

- City pick up of yard debris: pick a date and contact city for pickup of entire subdivision.
Are we allowed to burn: burning is not allowed in city and we are considered inside the city. Call city fire station to get a permit.

- Road conditions in and out of subdivision: Steve stated that our streets in the subdivision are on the Mayors radar to be addressed and fixed. Streets outside the subdivision belong to the Parish and the Parish President is Rick Nowlin, pressure can be put on him to get them fixed. Also, HOA can request a meeting with him via board to discuss the parish road issue.

-Discussed possible community area: a lot would have to be donated to HOA as all lots are privately owned. Did mention that this would increase cost of insurance. No common area is currently owned by the HOA.

Questions about lake vegetation and what could be done to hinder its growth.

Question regarding any outstanding legal issues: Steve explained that 2 lots had liens on them for nonpayment of dues.

Currently 6 lots are past due and the new board can address these.

Subject: Road Repair Update:

Mayor Lee Posey has responded to our questions regarding the conditions of roads in our subdivision. A request was made by the HOA Board for repairs to our roads. The Mayors' response was that the new road repair machine was not being used properly by the operator. Therefore, many of the repairs made with the machine did not last. That operator no longer works for the city and a new operator has been hired and trained. The repair machine is returning to areas previously repaired as well as new areas within the city that need repair. The Mayor stated that it will be late spring to early summer before we see any repair activity in our subdivision. We will continue to address road issues with the city until the issues are resolved.

Subject: Minutes of August 21, 2013 Owner's Meeting

A meeting of the Oak Point Estates HOA was held on August 21, 2013 at 6:30 PM

The minutes of the May 1, 2013 meeting were read. Mark Clayton made a motion to amend the May 15t minutes by adding that payment options listed were for the first year only. Dues going forward will be due by the annual meeting date of the ft Wednesday of May. The motion was seconded and the amended minutes from the May ft meeting were approved.

Steve Maurer presided over the meeting. He informed the members of the following updates:

-
The HOA has been established as a legal entity with the Secretary of State.
- The HOA has established a bank account at Exchange Bank as well as a PO BOX
- A General Liability and a Director & Officers Insurance policy have been purchased and will renew annually.
- The Realtors and Title companies have been notified of the existence of the HOA for future homeowners
- The amended By-laws approved at the May 1, 2013 meeting were filed at the court house.
- Steve met with the current attorney of record and discussed several legal matters with no resolution.
- Steve and Mark met with a new attorney and established a business relationship. A retainer fee of $500 was paid and new attorney will address legal questions. Attorney is Stacy Auzenne
- The front entrance lights were repaired and the electric bill was transferred from the developer to the HOA.
- Established a verbal agreement with a lawn service to mow the subdivision side of Peninsula Drive.
- A landscape committee was formed with Sarah Martin volunteering to head the committee. Michelle Morris is also on the committee. Sarah and Michelle have come up with a plan to landscape the front entrance sign area and to prepare the cul-de-sac on Fox Run for planting next year.
- Quotes to have the front entrance sign refurbished have been received. Steve and Mark to look into this and hire the job done.
- The city was contacted and the missing speed limit signs and children at play signs were replaced.
- Steve talked to the Mayor.
- Road Repair: the new machine is in, personnel being trained now, practice on back roads to take place and then by November our roads will be addressed.
- Given permission to landscape the cul-de-sacs
- Street Lights: the city will NOT pay for the street lights. Steve spoke to SWEPCO, we need to turn in names of home owners currently paying and the pole #, and then the HOA will take over paying for the lights.

Mark Clayton then gave a financial report

- All but 4 lot owners have paid dues. Those who have not paid will be receiving legal notice
- Major expenditures to date:
o Insurance Policies
o SWEPCO deposit
o Lawyer Retainer fee
o Clerk of Courts to file By Laws

The minutes from the April 10, 2013 minutes were read, no corrections were required, a motion to accept minutes was made, seconded, motion passed and minutes were approved.

Steve Maurer presided over the meeting. An agenda was passed out to all members present and the meeting followed the agenda.

The board members and positions were announced. Steve Maurer as president, Mark Clayton as Vice President and Michelle Maurer as Secretary / Treasurer.

Steve reviewed the proposed amendments to the bylaws as presented in agenda:
1. Open PO BOX
2. Change meeting to ft Wed in May at 6:00 PM - motion made to change the time to 6:30 PM, seconded, motion passed by unanimous vote
3. Allow notices to members to be by e-mail and us postal if no e-mail available
4. Change titles of board members to President, Treasurer, Secretary

Motion made to accept all proposed changes, seconded, motion passed unanimously.

Motion was made to give board members ability to make grammatical correction to wording of by laws for greater clarity, motion seconded, passed unanimously.

Discussed how the HOA wanted to meet over the coming year. Board proposed a quarterly meeting schedule. It was agreed that the next meeting would take place in late August with notice and agenda being sent to all members.

Discussed the Architectural Committee. Announced that Judy McIntyre had submitted her resignation. Judy was thanked for her time on the committee. Announced that Cade Smith had volunteered to take her place and would serve on the committee with Len Hannegan and Latnie Brewton.

Mark Clayton discussed the proposed budget and recommended dues for each lot of $175/lot. Mark answered questions. Motion was made to accept the budget and dues as presented. Motion was seconded. Vote was taken: 40 in favor 1 against. Budget and dues passed. All lot owners will owe $175 per lot per year. The fiscal year will be from 5-1-13 thru 4-30-14. Dues can be paid in full by May 31, 2013, or $88 by May 31, 2013 with balance due by June 30, 2013.

The HOA dues were established by a majority vote at the May 1, 2013 annual meeting. The annual dues cover the fiscal year from May 1, 2013 thru April 30, 2014. Dues were approved in the amount of $175.00 per lot. A minimum of $88 per lot is due by May 31, 2013 with the balance due no later than June 30, 2013. Checks can be made out to Oak Point Estates HOA and sent to P.O. Box 2742, Natchitoches, LA 71457. Enclosed is a copy of the 2013-14 budget that was approved to get the association up and running.
